She wished she had better clothes to wear. She could do something with her hair though. Pulling the towel off the mirror, she rubbed her damp hands on the cheap bar of soap, working it into her palms where it made a rough paste. She used it to style her hair, modeling it after the women she’d seen in LA. (71)

 

She's been on the run for a while and doesn't have enough money for food, much less hair products. Still, this makes me cringe (and makes my scalp itch in sympathy). She goes to a jewelry store after this, hoping to steal something she can sell for more money than the cash cards she's been stealing can give her. If the goal was to not stand out at the jewelry store, I don't see how putting a paste made of cheap soap in her hair would help.
